National Programme for Estonian Language Technology (2006-2010)

The National Programme for Estonian Language Technology (2006-2010) was a government supported research funding initiative that aimed to achieve a level of language technology support for the Estonian language to enable the language to successfully operate and thrive in the realm of modern information technology, as well as to modernize the language technology infrastructure. Developing language software and language resources were the two sub-goals of the programme.

The National Programme for Estonian Language Technology (2006-2010) funded research and development aimed at creating language resources and language technology application prototypes. In case of justified need, pilot studies could be funded by the programme. The intellectual property that resulted from the programme is in the public domain.

The programme funded research and development in the following areas: speech synthesis and recognition, compilation of digital language corpora, machine translation, information dialogue, lexical resources and tools, morphosyntactic and semantic analysis, language learning, and language software for the Web. Analyses of the Language Technology Support for the Estonian Language


After the end of the programme, the Ministry of Education and Research ordered from the Archimedes Foundation a targeted evaluation of the programme. According to the evaluation, the programme was largely successful, however, the report also lists certain factors and results that need to be paid more attention to in the future.

Alongside the targeted evaluation, two other important reviews were completed after the end of the programme, which assess the the language technology support for the Estonian language at the beginning of year 2011:

1) "Development Strategy of the Estonian Language (2004–2010) Implementation" - this is a monitoring report by the Estonian Language Council on the implementation of "Development Strategy of the Estonian Language (2004–2010)". The report also assesses the development of language technology support for the Estonian language. The National Programme for Estonian Language Technology (2006-2010) was part of this activity.

2) "The Estonian Language in the Digital Age", published in the White Paper Series of META-NET, gives an overview of the Estonian language and its status in today's information technological society. Besides the quantity of language technology tools and resources also their quality, accessibility, compatibility, sustainability, etc. are considered.
